KEY NEWS 2/4 — EU
New Regulation on circularity requirements and management of end-of-life vehicles (ELV)
It has Been published in the Official Journal of the European Union the Regulation (EU) 2026/1738 as regards circularity requirements for vehicle design and on management of end-of-life vehicles.
The main key points of the regulation are:
- New Reusability, recyclability and recoverability requirements: new vehicle types must be designed to achieve at least 85% reusability/recyclability and 95% reusability/recoverability by mass, with a new verification methodology to be developed by the Commission.
- Mandatory recycled-content requirements are introduced.
- Vehicle design must facilitate circularity.
- Manufacturers must provide information supporting treatment, dismantling and parts removal.
- Extended Producer Responsibility (EPR) obligations are strengthened.
- The scope is expanded beyond M1 and N1 vehicles, with specific requirements also applying to certain L-category vehicles, heavy-duty vehicles and trailers.
This regulation will enter into force on 13 August 2026.

KEY NEWS 3/4 — AUS
Published amendments for several Australian Design Rules
The Department of Infrastructure, Transport, Regional Development, Communication, Sport and the Arts of Australia has published the Vehicle Standard (Australian Design Rule) Vehicle Lighting Amendment 2026. Which amends several Australian Design Rules (ADRs). The update modifies several ADRs related to vehicle lighting and signalling, notably ADR 13/00, ADR 19/02, ADR 19/01 and ADR 67/00.
The amendments to motorcycle and three-wheeled vehicle lighting rules also introduce references to newer ADRs:
ü Australian Design Rule 101/00 – Light Emitting Diode (LED) Light Sources
ü Australian Design Rule 102/00 – Light Signalling Devices
ü Australian Design Rule 103/00 – Road Illumination Devices (Lamps)
Are themselves derived from or aligned with UN R.148, R.149 and R.150 lighting regulations respectively.
The Vehicle Lighting Amendment 2026 took effect on 2 July 2026, following its registration on 1 July 2026.

Korean Vehicle Safety Rules: Partial Amendment of the Rules on the Performance and Standards of Motor Vehicles and Motor Vehicle Parts
The Ministry of Land, Infrastructure and Transport (MOLIT), Republic of Korea, published Ministerial Ordinance No. 1602 on 10 July 2026, issuing a partial amendment to the Rules on the Performance and Standards of Motor Vehicles and Motor Vehicle Parts. The amendment updates Korea’s vehicle safety and performance regulation governing motor vehicles, vehicle systems, components, and certification requirements.
The amendment entered into force on 10 July 2026.
The Ministerial Ordinance No. 1602 amendment aim to address shortcomings identified in the current regulatory framework while aligning several requirements with international practices. The measures focus on enhancing road safety, improving transparency for electric vehicle owners, and providing greater flexibility for vehicle design and operation.
A central element of the revision is the introduction of mandatory Acceleration Control for Pedal Error (ACPE), a safety system designed to help prevent accidents caused by unintended acceleration due to pedal mis-operation.
The requirement will apply to passenger vehicles from January 1, 2029, and to buses, trucks, and special vehicles with a gross vehicle weight of 3.5 tonnes or less from January 1, 2030.
