KEY NEWS 1/4 — European Union

New EU initiative containing the draft for a new Commission Implementing Regulation laying down rules for the application of Regulation (EU) 2019/2144.

This new initiative contains the draft for a new Commission Implementing Regulation laying down rules for the application of Regulation (EU) 2019/2144 of the European Parliament and of the Council, concerning templates for the approval of the intelligent speed assistance system, the driver drowsiness and attention warning system, the event data recorder, the alcohol interlock installation facilitation, and the advanced driver distraction warning system.

The future Regulation will include:

  • Templates for the information document and type-approval certificate regarding the intelligent speed assistance system.
  • Templates for the information document and type-approval certificate regarding the driver drowsiness and attention warning system.
  • Templates for the information document and type-approval certificate regarding the event data recorder.
  • Templates for the information document and type-approval certificate regarding the alcohol interlock installation facilitation.
  • Templates for the information document and type-approval certificate regarding the advanced driver distraction warning system.

This Regulation shall enter into force on the twentieth day following its publication in the Official Journal of the European Union. It will be in the feedback period until March 14, 2024.

 

KEY NEWS 2/4 — United Kingdom

The Road Vehicles (Type-Approval) (Amendment) Regulations 2024

Statutory Instrument 2024 No. 146 has recently been published to amend Regulation (EU) 2018/858, (EU) 2020/683, and (EU) 1003/2010.

This SI introduces the acceptance of several UNECE Regulations as an alternative to the retained EU legislation, notably for emissions regulations to allow Euro 6e equivalence. It also includes the acceptance of EU technical requirements for rear registration plate space for the issuance of a GB type approval in this area.

Until March 26, it will not be possible to obtain a UNECE RDE Approval to UN R.168, but as soon as approval becomes available, VCA will accept them for GB WVTA.

Details introduced in this amendment are as follows:

  • Update of the table of regulatory acts for GB type-approvals.
  • Update to the table of UNECE Regulations recognized as equivalent to GB type-approval requirements, to consider regulatory developments.
  • Update to the table of regulatory acts for which a manufacturer may be designated as a technical service.

 

KEY NEWS 3/4 — GSO

United Arab Emirates to promote smart and sustainable mobility 

The United Arab Emirates has been making considerable progress in promoting smart and sustainable mobility as part of the country’s Net Zero by 2050 strategic initiative aiming to reach zero carbon emissions by 2050.

One of the major initiatives taken by the UAE government is the promotion of electric vehicles (EVs). The country has set a target to have at least 10% of all vehicles on the road to be electric by 2030.

To achieve this, the government has offered incentives such as free registration, free parking, and reduced charging and toll fees for EVs. The Dubai 2040 Urban Master Plan maps out a comprehensive plan for sustainable urban development in Dubai.

One of the key areas of focus in the Master Plan is sustainable mobility, as Dubai aspires to be a global sustainable transportation hub. The Dubai Future Foundation (DFF), a think tank and research organization that focuses on shaping the future of Dubai and the UAE, has a transportation and mobility programme that focuses on developing innovative solutions and technologies to enhance transportation and mobility. The programme includes various initiatives such as the Dubai Autonomous Transportation Strategy: This strategy aims to have 25% of all transportation in Dubai to be autonomous by 2030. This strategy aims to introduce autonomous vehicles across different modes of transportation, including taxis and buses.

 

KEY NEWS 4/4 — Australia

ADR 113/00 - Acoustic Vehicle Alerting System for Quiet Road Transport Vehicles - New Rule aligned with UN Regulation No. 138

The new Australian Design Rule 113/00 containing requirements for the Acoustic Vehicle Alerting System aligned with UN Regulation No. 138 has been published in the Federal Register of Legislation of Australia, incorporating all amendments up to and including the 01 series of amendments.

The purpose of this vehicle standard is to specify minimum sound emission requirements for passenger and goods vehicles that can be propelled for any period without an internal combustion engine operating, to assist pedestrians and other vulnerable road users in detecting the presence of those vehicles.

This vehicle standard applies to category MA, MB, MC, MD, ME, NA, NB, and NC vehicles:

  • From November 1, 2025, for new types of vehicles
  • From November 1, 2026, for all vehicles
