R(EU) 2026/1753 - updating R(EU) 2018/858 to align the requirements with Euro 7 Regulation

The Commission Delegated Regulation (EU) 2026/1753, amending Regulation (EU) 2018/858 of the European Parliament and of the Council, has been published in the Official Journal.
This Regulation updates Annex II of Regulation (EU) 2018/858, taking into account recent regulatory developments in the European Union and within the United Nations Economic Commission for Europe (UNECE).
The amendment primarily affects vehicle categories M1 and N1, special-purpose vehicles, and other vehicle approval schemes covered by the framework Regulation.
The revision of Annex II incorporates references to the Euro 7 implementing legislation and introduces four new approval items in Part I of Annex II:
· GA19 - Low-temperature test for electric vehicle (EV) range in laboratory conditions;
· GA20 - Electrified vehicle (system) power determination;
· GA21 - In-vehicle battery durability;
· GA22 - Brake particle emissions.
These new approval items are linked to the implementation of Regulation (EU) 2024/1257 (Euro 7) and its implementing acts, providing the technical and administrative requirements necessary for the type approval of M1 and N1 vehicles under the new Euro 7 framework.
The amendment also updates the list of UNECE Regulations recognised for EU type-approval, aligning Annex II with the Euro 7-related UN Regulations Nos 83, 154, 177, 179 and 180.
As a result, manufacturers will need to demonstrate compliance with additional requirements relating to electric vehicle performance, battery durability and non-exhaust emissions from braking systems as part of the EU Whole Vehicle Type Approval (WVTA) process.
This Regulation enters into force on 25 September 2026.

KEY NEWS 2/3 — GCC
2028 Model Year – Technical Regulation Model Year 2028

The GCC Standardization Organization (GSO) has published an updated list of Standards that applies for the Model Year 2028. The published document modifies the Standards that were applying to the Model Year 2027.
The most significant changes are:
- Addition of GSO 2693:2026 - GCC Terrestrial Radio Receiver Specifications for AM/FM/T-DAB+
- UAE Euro6b transition completed: "All light and heavy vehicles imported into the UAE must comply with a minimum Euro 6b emission standard or equivalent".
- Hydrogen vehicles explicitly introduced: "Hydrogen Vehicle shall comply with Cabinet Resolution No. (42) for the UAE Hydrogen Vehicle System".
- Emission requirements for Yemen:
- Euro 2 gasoline vehicles.
- Euro 2 diesel vehicles.
- Spare Tyre Exemption: The following vehicles may use a repair kit instead of a spare tyre with a special undertaking submitted to MoIAT:
- Sports vehicles
- Battery electric vehicles
- Hydrogen fuel-cell vehicles
The Model Year 2028 can be applied from 1 January 2027.

China Updates CCC Certification Standards for Vehicles and Components

China's Technical Committee of Automobiles and Auto Parts (TC11) has issued a new technical resolution defining the implementation of revised standards under the China Compulsory Certification (CCC) scheme for vehicles and automotive components. The resolution clarifies how manufacturers must transition from previous standards to newly published versions and establishes certification timelines, testing obligations, and certificate update requirements.
Accordign with the resolution, new vehicle models must comply with the latest applicable standards once the transition periods expire, while existing certified vehicles must complete certification updates within the deadlines specified for each standard.
Depending on the extent of technical changes, manufacturers may be required to conduct supplementary testing or, in some cases, only update certification documents.
