KEY NEWS 2/4 — EU
R(EU) 2026/1791 - as regards emission type-approval procedures for light passenger and commercial vehicles for end dates of Euro 6 vehicles
It has been published in the Official Journal of the European Union the Regulation (EU) 2026/1791, amending and correcting Regulation (EU) 2017/1151 on emission type-approval requirements for light passenger and commercial vehicles.
The Regulation mainly aligns existing Euro 6 provisions with the Euro 7 framework, incorporates updated UN Regulations, and clarifies several technical requirements used during type approval and conformity assessment.
Important Euro 6 registration deadlines reflected in the amended annexes include:
· 28 November 2027 (several M1/N1 Euro 6e-bis and alternative-fuel vehicle categories).
· 28 May 2029 (certain M2/N2 categories).

R(EU) 2026/1282 - Updates Regulation (EU) 2019/1242 on Monitoring and Reporting Rules for Heavy-Duty Vehicles
The European Commission has adopted Commission Delegated Regulation (EU) 2026/1282, published in the Official Journal of the European Union on 21 August 2026, amending and correcting Annexes IV and V of Regulation (EU) 2019/1242. The measure updates the information that must be monitored, reported and, in some cases, published for heavy-duty vehicles subject to the EU CO₂ emissions framework.
The amendments strengthen the regulatory data framework used to monitor compliance with those targets.
The amendments focus on improving vehicle and manufacturer identification, expanding the list of technical parameters that must be reported, accommodating vehicle categories added by Regulation (EU) 2024/1610, and clarifying reporting obligations for manufacturers and designated technical services.

UNECE - UNECE adopted the first-ever global rules allowing fully autonomous vehicles
The United Nations Economic Commission for Europe (UNECE) has adopted the world's first international regulatory framework designed to enable the deployment of fully autonomous vehicles on public roads.
The decision was taken by the UNECE World Forum for Harmonization of Vehicle Regulations (WP.29) on its 199th meeting celebrated from 23 to 26 June, marking a significant milestone in the development of global rules for Automated Driving Systems (ADS).
This new regulation establishes a common set of international safety requirements and a harmonized methodology for validating vehicles equipped with ADS. The objective is to provide a consistent regulatory approach across markets while supporting the safe introduction of automated vehicle technologies.
According with UNECE these are the key elements of the New Regulation:
- Safety Management System
- Credible testing requirements
- Safety Case
- In‑service monitoring & reporting
- Data Storage System for Automated Driving
The framework is based on a safety-case approach and requires manufacturers to implement comprehensive Safety Management Systems covering the entire lifecycle of an automated driving system.
Alongside the adoption of the ADS framework, WP.29 approved amendments to around 90 existing United Nations vehicle regulations to ensure they remain applicable to vehicles equipped with automated driving systems, including future vehicle designs that may not feature traditional driver controls.
